1. Yes
2. You need to level a character to level 20. The achievement isn't retroactive.
3. No, if you have an old character around that's lower than level 20, you can simply level that one. (Blue Tracker / Official Forums)

Forum Update - Quote Notifications and Mentions
We recently added a feature that has been requested for a long time, notifications when you are quoted on the forum! You can always use the Suggestions and Feedback forum to provide feedback or suggest features.
- You can mention another user by including "@username" in your post.
- When you are quoted or mentioned, a notification will appear at the top right.
- Clicking those notifications will take you to your profile page, where there is a list of notifications and mentions.
- You can restrict who you get alerts from in the settings, as well as who can view your list of notifications and mentions.
- Using the mentions feature to bother other users or summon moderators is against the forum rules. Report a post if it needs moderator attention.
