With hotfixes that are now live:
The resilience increase equates to a 25% reduction in damage taken. Previously, if you took 100 base damage unmitigated by resilience, you would receive 60 damage (the 40% base resilience accounting for the rest). Now you receive 45 damage.
Base resilience remains unchanged for player-characters at Level 90.

- The Honorable Mention perk has been increased to a gain of 250% (was a gain of 10%).
- Developers’ notes: This was not bugged, but before this change, Honor gains matched that of Mists of Pandaria. This bonus will revert back to 10% when Pandaria content becomes available on July 21.
- Base resilience increased for players under level 90 to 55% (was 40%).
